Cosmetics Certifications Guide: ISO 22716, GMPC, BPOM, SFDA & Halal

ISO, GMPC, BPOM, SFDA, and Halal — what each certification means for your launch.

Certifications are what stand between your product and a customs rejection. Or a retailer saying no. Or a buyer who won’t trust you. Too many new brands treat them as paperwork for later, until a shipment gets stuck and “later” turns into “never.” If you’re working with a manufacturer, the smart play is picking one whose certs already cover the markets you’re chasing. Here’s what the big ones mean and when each one actually matters.

ISO 22716 — Cosmetic GMP

ISO 22716 is the international GMP standard for cosmetics. In plain terms, it lays out how a factory should handle hygiene, traceability, complaints, and risk across the whole site. A plant audited to it isn’t running on vibes. Its processes are documented and repeatable. It’s the baseline any buyer worth your time expects.

GMPC / GMP (SGS-Audited)

GMPC, the Guidelines for Good Manufacturing Practice of Cosmetic Products, is the cosmetic-specific GMP framework (usually referenced alongside FDA guidelines). The detail that matters: when a manufacturer is SGS-audited, an independent third party has checked the claim. That’s a harder proof than a logo on a website. Stack ISO 22716 and GMPC together and you’ve got a facility built for quality, not just volume.

BPOM — Indonesia Market

BPOM is Indonesia’s food and drug authority, and if you want to sell there, your products generally need BPOM notification or registration. Indonesia is Southeast Asia’s biggest beauty market, so skipping it isn’t really an option for most brands. The cheat code is a manufacturer who already speaks BPOM fluently. The documentation that takes a first-timer months takes them weeks. We go deeper in How to Enter the Indonesian Beauty Market.

SFDA — Gulf / Middle East

SFDA, the Saudi Food and Drug Authority, regulates cosmetics in Saudi Arabia and shapes wider GCC requirements. Selling into the Gulf means matching SFDA labeling and safety expectations. A manufacturing partner with SFDA-ready processes is a real advantage there, not a nice-to-have. More on this in How to Sell Cosmetics in Saudi Arabia & GCC.

Halal Certification

Halal cosmetics avoid prohibited ingredients and follow halal production hygiene. That’s table stakes in Muslim-majority markets like Indonesia, Malaysia, and the GCC, and it’s increasingly a trust signal well beyond them. Halal-certified manufacturing lets you serve both halal and mainstream channels without running separate lines.

Vegan & Cruelty-Free

Vegan means no animal-derived ingredients. Cruelty-free means no animal testing. Both are claim-driven, backed by supplier declarations and, where they exist, third-party certifications. They’re now baseline expectations in a lot of Western and Asian niches, and they sit naturally next to a clean-beauty position.

Why This Matters for Your Launch

Here’s the payoff. A manufacturer that already holds ISO 22716, GMPC/GMP, BPOM, SFDA, and Halal doesn’t bolt compliance on at the end. It’s in the foundation. That means you can sell into multiple regions from one supply base instead of rebuilding your line for every new market.
